Rules and Guidelines


  1. All entries must be produced as video public service announcement (PSA).

  2. Each entry must focus on ONE of the following three issues as it relates to world population being seven billion people: food security, the global status of women/girls, or wildlife habitat.

  3. The length of each PSA should be between 30 – 45 seconds (not including the 10 second slate, see below).

  4. All entries should begin with a 10 second full-screen slate (or “title screen”) that includes the following information:

    • Lead Producer’s name

    • School name

    • School city

    • Title of PSA

    • Total running time (excluding the 10 second slate)

  5. Each PSA must have one Lead Producer. While several students may work together on the project, it must be submitted under only one name and any prizes will be awarded to the named Lead Producer only. Participants can choose to divide the prize on their own terms if they choose.

  6. There is no entry fee.

  7. Entries may be submitted through our website starting on September 1, 2012. The deadline for submissions is 5:00 p.m. EST on Thursday, February 21, 2013. Winners will be announced no later than Tuesday, May 7, 2013.

  8. All entries must be submitted in digital format.

  9. No copyrighted materials (music, images, etc.) may be used for this contest unless you own the copyright or have a license to use the material for this contest. Written permission must be obtained and provided upon request for all copyrighted materials.

  10. No professional assistance is allowed. Adults may assist with production but are limited to verbal guidance only. Adults are allowed to be actors or cameramen but not content contributors.

  11. All appropriate forms must be submitted by the deadline, February 21, 2013, in order for an entry to be considered in the contest. Forms include a signed Parent Permission Form and an Actor Release Form for each person who appears in your video. These forms can be mailed to:

  12. Content must comply with all local and national laws of the country of origin and the United States. Content must not 1) promote illegal behavior; 2) support racial, religious, sexual or other invidious prejudice; 3) advocate sexual or violent exploitation; 4) violate rights established by law or agreement; 5) invade the privacy of any person; or 6) be otherwise inappropriate as determined by Population Connection in its sole and conclusive determination. 

  13. The judges’ decision is final. Entries will be judged by topic, with winners for each topic area: Food Security, Global Status of Women/Girls, and Wildlife Habitat. Decisions will be made based on the World of 7 Billion Judging Rubric.

  14. The only compensation for submitting a video is the opportunity to be awarded a prize if the entry wins. Population Connection will pay filmmakers no additional compensation nor be liable to the filmmaker under any circumstances.

  15. Awards will be presented as follows:

    Topic: Food Security:
    • One (1) First Place: $1,000
    • One (1) Second Place: $500
    • Two (2) Honorable Mentions: $250

    Topic: Global Status of Women/Girls:
    • One (1) First Place: $1,000
    • One (1) Second Place: $500
    • Two (2) Honorable Mentions: $250

    Topic: Wildlife Habitat:
    • One (1) First Place: $1,000
    • One (1) Second Place: $500
    • Two (2) Honorable Mentions: $250

  16. Students should keep at least one copy of their PSA. Population Connection is not responsible for any films that are lost, damaged, or that do not upload properly.

  17. Ownership of the underlying intellectual property of the project remains with the entrant, with the following exceptions:

    • Entrants grant Population Connection the right to use their names, photographs, statements, quotes, testimonials, and video submissions for advertising, publicity, and promotional purposes without notification or further compensation.

    • Entrants also grant Population Connection the right to use, reproduce, reprint, distribute, perform, and/or display the entrant’s project video without further compensation or notification to the entrant.

    • Population Connection maintains the right to reproduce, reprint, distribute, perform, display, or exhibit the project for advertising, publicity, and promotional purposes on their website, at conferences, or at any other venues.

  18. By accepting the prizes, winners agree to hold Population Connection and all Population Connection employees harmless against any and all claims and liability arising out of use of such prizes. Winner assumes all liability for any injury or damage caused from participation in the contest or use/redemption of any prize. 

  19. Entrants agree to be bound by the official contest rules and decisions of the judges.
