Judging Rubric
Tier One: Does the PSA follow the guidelines? (Yes/No)
a. Does the PSA run within the 30-45 second time limit
b. Is the information included in the PSA accurate and recent?
c. Are any copyrighted materials used in the PSA
d. Is any portion of the PSA inappropriate?
e. Did the student complete all necessary forms (entry form, parent permission form, and if necessary – actor release forms)
Tier Two: Quality of PSA
35% Content Clarity: Does the PSA clearly make the connection between population and the chosen topic?
4 Points
Population is clearly tied in with topic in an obvious manner; a strong connection is shown between population and topic.
3 Points
Population is tied in with topic; a fairly clear connection is made between population and topic.
2 Points
Population is mentioned but the connection to topic is not totally evident.
1 Point
Population is not tied in with topic; no connection between population and topic is made.
35% Memorable/Interesting: How well does the PSA draw in the listener and keep their attention?
4 Points
Viewer is left with a strong understanding of the topic, will remember the PSA, and feels like they want to learn more.
3 Points
Viewer is left with general understanding and will remember the PSA.
2 Points
Viewer mostly understands the topic and might remember the PSA. Some introduced themes/topics may distract from message.

Presentation is unclear on the topic and unmemorable.
20% Creativity: Is the PSA original and something we haven’t seen before?

PSA is original, creative, and unique.

PSA has some original thought and is moderately creative.

10% Production: What is the overall quality of production (including visual and sound elements)?

Video is well planned, with smooth transitions and edits. Sound is excellently balanced and easy to hear. All elements coincide with the PSA’s message.

Video is well planned with competent edits. Sound is well balanced and easy to hear. Most elements blend with the PSA’s message.

Video was somewhat planned. Transitions and edits are rudimentary. Sound is reasonably balanced. Some elements (lighting, music, etc) are distracting.

Video is not well planned and has poor edits. Sound is of poor quality. Many elements distract from the PSA’s message.
